First you click to make it you can go over lines. Then you press the pallets symbol as shown on the first one second click. Then you press texture and make sure you have the fill tool on. Then you choose your colour for the inside area. Continue in comment

I done this because I got 5 likes on a post and before everyone was asking how I do the Galaxy and patterns and stuff
You click no go over lines. Choose your colour again and press the background to do the background.
